ELA Group, Inc. provides Land Planning/Landscape Architecture Services to both the private and public sectors for projects including Commercial and Industrial Development; Community Development; Educational Facilities; Institutions of Health Care, Worship, and Retirement Living; Parks and Recreation; and, Residential and Mixed-Use Neighborhoods. In addressing our clients’ needs, we provide the following range of services, tailored to meet the specific requirements of each project.
DUE DILIGENCE & SITE ANALYSIS
We can assist our clients as early in the design process as making informed decisions about the purchase of tracts of land for development purposes. In doing so, we can identify the opportunities and constraints inherent to a project site relating to its naturally-occurring, manmade, and “legislative” conditions.
MASTER PLANNING & FEASIBILITY STUDIES
During the initial phases of design, we work closely with our clients and their project team to develop goals and objectives, interactively explore options and concepts (in a process known as a “charette”), and evolve the project’s overall design. We can also begin to identify the issues and costs associated with the project’s implementation.
For each stage of a project’s planning, we can provide appropriate basemapping. Early on, this may include Geographic Information System (GIS) mapping or imagery available through on-line sources. Ultimately, we can provide boundary and topographic surveying/basemapping necessary for approvals and construction.
After carefully analyzing the municipal zoning ordinance, site conditions, and the project’s design, we can initiate the zoning approval process, often completed in consultation with our clients’ legal counsel. Typically, these services include variance, special exception, and conditional use requests.
SUBDIVISION & LAND DEVELOPMENT PLAN APPROVALS
The prerequisite for virtually all land development activities is the approval of subdivision and/or land development plans as promulgated by law. As such, we are adept at preparing the necessary plans, narratives, and applications and navigating the processes needed to obtain sketch, preliminary, and/or final plan approval.
ASSOCIATED STUDIES & APPROVALS / PERMITS
Along with obtaining subdivision and land development approval, associated studies must be completed and approvals/permits gained. These typically include driveway, access drive, and roadway improvement permits; water/wastewater approvals; and stormwater management, erosion/sediment control, encroachment, and NPDES permits.
CONSTRUCTION / BIDDING DOCUMENTS & CONSTRUCTION-PHASE SERVICES
We can prepare construction drawings, technical specifications, and bidding documents for those projects that will be competitively bid. During the bidding process, we can conduct pre-bid meetings, answer bidders’ inquiries, and issue addenda. During construction, we can provide a complete range of construction administration services.
