Construction and Bidding Documents, construction
administration and observation and client representation.
In August of 2000, Matthew assumed the duties of
Office Manager at the Central Pennsylvania Regional
Office of ELA Group, Inc.

His responsibilities include, storm water management facility design, floodplain analysis, erosion and sediment control plan preparation, traffic and transportation engineering and planning, retaining wall design, and construction administration and observation for land development and subdivision planning.
