Project Description
As part of providing continued municipal/engineering services to the Borough of Atglen, ELA Group, Inc. initially facilitated the planning process (through the Strategic Plan process) that identified the Main Street corridor within the Borough as a vital historical, residential and commercial area of the Borough. Thereafter a project to revitalize and improve the Main Street corridor was undertaken by Borough Council. ELA Group, Inc. then commenced work on the project that would become known as the "Underground Relocation of Utilities & Construction of Main Street Streetscape". The project included various beautification and functional improvements to the street that would promote the Borough of Atglen.
Services Rendered
ELA Group, Inc. assisted the Borough with the preparation of various funding applications for the project. Subsequently the Borough received a significant grant from the Chester County Landscapes 21st Century Fund, Community Revitalization Program. This grant funded almost the entire cost of constructing the improvements, which also included relocation of all existing overhead utility lines (pole mounted electric, telephone and cable television) to an underground system for all the residential and commercial properties for nearly six (6) blocks along West Main Street (also State Route 372) and a portion of East Main Street. The total area within the existing rights-of-way and beyond were to be reconstructed along one-half of a mile (0.25 miles each side) through the Borough.
