Project Description
Funded by a grant from the York County Commissioners, Delta Borough retained ELA Group to prepare an initial Streetscape Plan for the purposes of securing committed TEA Funds as well as solicit new sources of funding for Streetscape Improvements and Revitalization of the Borough's Main Street. The project entails 7,000 LF of street corridor along with 1,800 LF of side street improvements, all of which are anticipated to spur additional improvements and investment throughout the Borough. The project includes sidewalks, crosswalks, traffic calming improvements, lighting, utility relocation, street furnishings, street trees, and opportunities for heritage interpretation. Additional recommendations include spatial organization and conceptual land use as a means of organizing the Borough into generalized "thematic/core areas", including a Culture/Heritage Core area for infill development. Recommendations also include an "Alley Strategy" for additional parking to relieve parking shortages on Main Street as well as to possibly provide a relocation area for overhead utilities.
Services Rendered
ELA Group completed Inventory & Analysis, Conceptual Land Use Planning, and Parking Studies as background to the development of an Overall Streetscape Plan. The Plan includes the Streetscape Plan, Typical Sections, and the above highlighted Perspective Sketch of the Culture/Heritage Core Area. A Written Report outlines the planning process used, recommendations made, costs to be incurred, and the implementation strategy to be employed to bring the vision to reality. Of particular note in the planning process, ELA worked closely with the Borough and the local newspaper to publicize a Community Workshop/Charette. Held on a Saturday in April 2005, the meeting was attended by a large turnout of citizens who actively participated and voted "their preferences" on a series of key issues and material selections germane to the project.
