Project Description
Harrisburg Area Community College is located on a 50-acre site near the city of Lancaster. The site includes a 100,000 square foot educational building with an "in-house" daycare unit, parking and service facilities, two private street accesses and supporting utility infrastructure on a 19-acre tract. The campus design includes the creation of outdoor plaza/patio spaces to complement the interior uses of the building and a passive recreation trail through the site's stream corridor that will provide a pedestrian link to the neighboring properties and ultimately connect to a greenway along the Conestoga River.
Services Rendered
ELA provided master planning for both phases of HACC and the remaining 17 acres of commercial and industrial zoned land. ELA provided site design, and engineering services for the 19-acre school campus and off-site roadway improvements.
Services included preparation of subdivision and land development plans, various zoning applications, conditional use application, PennDOT Highway Occupancy Permit plans for roadway frontage and off-site intersection improvements, floodplain analysis, design and PA DEP permitting for a new roadway culvert and stream utility crossings, and NPDES (erosion and sediment control) permitting for site earth disturbance activities.
