Of the many infrastructure challenges facing our communities today, few come close to traffic and transportation infrastructure in terms of complexity. At the county, state, and federal levels, funding is in short supply meaning that maintenance and upkeep (not to mention expansion of capacity) of transportation infrastructure is often deferred. At the municipal level, diminished funding leaves local decision-makers to wrestle with difficult choices about how best to accommodate economic development and growth, while addressing the needs of their communities and constituents. Oftentimes, it is the developer who, in sponsoring a new project, is required to invest in substantial infrastructure improvements that, at best, are uncoordinated across communities and regions. ELA gets all this. Working from both sides of the table, we have come to understand that it is important to balance good policy-making with good infrastructure improvements, concentrating on economies of scale. Consequently, we have fought for fair and equitable impact fees. We have pioneered Intelligent Transportation System (ITS) design and capacity-building. We have designed everything from complex intersection improvements and additional travel lanes to multi-modal greenways, trails, and rail/trails. We have designed streetscapes and traffic calming projects. We do this from the unique perspective of being a multi-disciplined, collaborative team of problem solvers.
