Project Description
Assisted by ELA Group, Inc., the Welsh Mountain Home completed a Master Plan that explored the
means by which the Home could achieve financial sustainability. One of the key components of this
Plan was the establishment of an on-lot disposal system (OLDS) that could meet the Home’s current
and near-term expansion needs. Consequently, ELA administered the design, permit process, as
well as administered the construction of a new 6,000-gallon/day, 7,350 SF sand mound with aeration
tank. A lateral connection was installed via a 40-foot long “private utility boring” under PA Route 897
(SR 0897) which required approval from the PA Department of Transportation (PennDOT), thereby
facilitating the Home’s future construction of an Assisted Living facility across the street from the
existing Personal Care Home.
Siting of the sand mound was complicated by the Home’s wooded nature, poor soil conditions, and
location within a high-quality watershed (which regulates against stream discharge of treated
sewage disposal). Consequently, ELA guided Welsh Mountain Home through an extensive process
of analyzing all possible land disposal options including drip irrigation, basin infiltration, spray
irrigation, and land application of highly-treated effluent. Each of these options required associated
geotechnical investigations and extensive coordination with the PA Department of Environmental
Protection (DEP) until a suitable option and land areas were identified.
ELA was instrumental in helping the Home obtain a Community Development Block Grant (in the
amount of $250,000) from the Lancaster County Housing and Redevelopment Authority (LCH&RA).
ELA provided construction bidding and Management services, including the processing of payment
requests on behalf of the Welsh Mountain Home for the Community Development Block Grant.
