ATGLEN BOROUGH (ATGLEN, PA)
STREETSCAPE IMPROVEMENTS
As a part ELA Group’s Municipal Engineering services to Atglen Borough, (PA), ELA Group facilitated the Strategic Plan process through which Atglen Borough identified the Main Street corridor as a vital historical, residential and commercial area.
ELA Group designed functional and beautification improvements for a six block area on Main Street in Atglen, PA, as part of the Borough’s “Main Street Corridor Revitalization” project. Engineers coordinated with utility companies and property owners to move utilities underground and oversaw construction activities. This relocation of utilities allowed the creation of a park/open space and a “gateway” into the community. Cost of the project was $890,000 for improvement with an additional $500,000 for utility relocation.
PENN TOWNSHIP STREETSCAPE (MANHEIM, PA)
As the Township Engineer for Penn Township (PA), ELA Group played an integral part in design and development of a streetscape revitalization project. ELA assisted the community in understanding its goals and objectives, and formulated a Streetscape Plan and Guidelines. The project goal was to create a long-lasting, attractive streetscape that established a strong sense of place while providing “Complete Streets” — streets that provide multiple modes of accessible, safe, and efficient transportation alternatives for pedestrians, bicyclists, and motorized vehicles.
The project objective was to transform two roadways [Doe Run Road (a commercial collector and State road) and North Penryn Road (a neighborhood collector and Township road)], into an inviting place to live, shop and work. The project scope also recognized six opportunity areas as “Pocket Parks” for pedestrians within the 1.4 mile project corridor.
ELA Group, Inc. Engineers work included a study of the roadways and a report identifying critical streetscape elements such as landscaping, hardscaping (curbing, paving, sidewalks and crosswalks) and street furnishings (benches, trash receptacles, lighting and mailboxes). ELA Group Inc. Engineers designed the streetscapes and “Pocket Parks,” developed construction drawings and specifications, and provided construction administration services. Coordination with the Township and PennDOT in obtaining required Highway Occupancy Permits was critical to the success of this project.
WARWICK TOWNSHIP CHARRETTE (LITITZ, PA)
ELA Group assisted Community Planning Consultants (CPC) with an update to the Lititz/Warwick Joint Strategic Comprehensive Plan. In addition to participating in and facilitating various aspects of the update, ELA Group coordinated the Community Charrette Process for the purpose of developing the framework for a Specific Plan for the expansion of the Warwick Township Campus Industrial Area.
During the two-day planning charrette, ELA Group guided a total of 27 landowners and community representatives as they explored the purpose of a Specific Plan, developed a Consensus Concept Plan, Sketch Plan, and Guiding Principles for the approximately 400-acre study area. The results of this community charrette formed a future strategy for the further development and implementation of a Specific Plan for this large portion of Warwick Township in Lititz, Pennsylvania.
