Director of Transportation Engineering

ELA Group is seeking a proven transportation engineering leader to direct and grow
our Transportation Practice across Pennsylvania. This is more than a technical role.
We are looking for a business-minded leader who can build client relationships,
mentor talented professionals, drive strategic growth, and serve as a trusted
advisor to municipalities, developers, institutions, and public agencies. You’ll lead a
team that delivers transportation solutions ranging from traffic impact studies and
PennDOT permitting to signal design, corridor studies, municipal traffic engineering,
and transportation planning.

General Responsibilities:

  • Lead and grow ELA’s Transportation Practice
  • Develop new client relationships and expand existing accounts
  • Mentor and develop transportation professionals
  • Oversee project delivery, quality, and profitability
  • Serve as a technical expert and trusted advisor
  • Collaborate with planners, landscape architects, surveyors, and civil
    engineers
  • Shape the future direction of transportation services at ELA

Requirements:

  • PE license required
  • 15+ years of transportation engineering experience
  • Proven leadership and team-building skills
  • Strong business development and client management experience
  • Knowledge of PennDOT regulations and transportation planning
  • PTOE certification preferred

Civil Design Engineer (Ephrata, PA)

ELA Group, Inc. (ELA) is seeking a full-time Civil Design Engineer (EIT required, at minimum) with 5-10 years of experience to join our team at our Ephrata, PA (Lancaster County) office. While not a remote position, this in-person role offers flexibility for work/life balance along with a relaxed and engaging office culture. Join our team of professionals that work closely together to achieve exceptional project design solutions for our clients.

General Responsibilities:

  • Develop plans that include details and specifications suitable for submitting permit applications (post-construction stormwater management, erosion and sediment control, land development, and NPDES).
  • Produce designs/calculations, complete plans and permit applications, and coordinate with reviewing agencies.
  • Assist the project director by providing project management and engineering support throughout the proposal, design, permitting, and construction phases of athletic facility development.
  • Perform construction administration and field observations during construction projects.

Requirements:

  • Bachelor’s degree in civil engineering or related field
  • Engineer in Training (EIT) certification
  • Professional Engineering (PE) License (preferred)
  • Experience/working knowledge of basic design principles for grading, calculation of slopes & grades, and site construction materials and methods
  • Training and/or work experience in AutoCAD Civil 3D
  • Ability to meet project and task deadlines as established by the project director
  • Strong written and verbal communication skills
  • An understanding of, and experience with, the municipal land development and NPDES permitting process

ELA Group, Inc. (ELA) is seeking a full-time Civil/Design Engineer with a minimum of 5 years of experience to join our
team in State College, PA. While not a remote position, this in-person role offers flexibility for work/life balance within
an “informal” office culture. As a regional branch of ELA, we are a small team of professionals that work closely
together to achieve exceptional project design solutions for our clients. This role has the potential for upward
mobility and offers a possible path towards management/leadership.

General responsibilities:
