Chuck joined ELA in January 1997, shortly after the firm had started. He was installed as the President of ELA in May of 2017 after serving 10 years as the firm’s treasurer. In addition to his role as the firm’s President, Chuck’s responsibilities include serving as the Director of Engineering, Municipal Engineer for several municipalities within Lancaster County, and Project Manager for athletic facility designs in the ELA Sport division of ELA.
Before joining ELA, he worked in engineering offices in Lancaster, PA, and Austin, TX. He is a 1983 graduate of the University of Texas at Austin with a Bachelor of Science degree in Civil Engineering. At the University of Texas, Chuck was the President of the Student Chapter of ASCE and a member of the Chi Epsilon Honor Society.
Chuck is a registered Professional Engineer in Pennsylvania, Maryland, Delaware, New Jersey, West Virginia, North Carolina, and South Carolina.
Over the years, he has spent countless hours coaching youth sports in the Lampeter-Strasburg School District, serving on Booster Clubs for Football, Basketball, and Baseball, and coaching the Junior Varsity Ice Hockey team for two seasons. He firmly believes that athletics builds a well-rounded individual who realizes the importance of teamwork to reach a higher goal. Chuck enjoys spending time with his wife, children, and grandchildren, playing golf, and is an avid Pittsburgh Steelers fan.
Cheryl Love, RLA

Cheryl is ELA’s Director of Landscape Architecture. Her responsibilities include serving as corporate secretary, a member of ELA’s ESOP Board of Directors, supervising ELA’s Landscape Architect project managers, building client relationships, and all aspects of project management from schematic design, land development approvals, and construction management. Cheryl joined ELA in 2001 following tenures with The Berkshire Design Group in Northampton, Massachusetts, and David Lynch and Associates in Lancaster. She graduated from Pennsylvania State University with a degree in Landscape Architecture and earned her license in Landscape Architecture in 1991.
As a graduate of Leadership Lancaster, she understands the value of involvement in the local community. Cheryl has volunteered for 12 years as a professional ACE Mentor to high school students interested in exploring careers in Architecture, Construction, and Engineering (ACE). Under her guidance, the students meet bi-weekly throughout the school year in small teams to collaborate in designing a building and the surrounding site. As a board member, she serves as treasurer for the South-Central Transit Authority and a board member for St Anne’s Retirement Community. Originally from northwestern Pennsylvania, her interests focus on outdoor activities, including kayaking, hiking, hunting, and camping.
Shawn Loose
Senior Transportation Designer

Shawn joined ELA Group in 1999. As a Senior Transportation Designer, he manages roadway design projects for developers in the private sector and municipalities in the public sector. His work includes roadway widening and intersection improvements for additional through lanes, auxiliary lanes, pedestrian access, signalization, roundabouts, bidding, and construction administration.
Shawn became a Partner at ELA in 2007. In 2022, ELA became an ESOP, and Shawn joined the ELA Board of Directors and is currently the company’s treasurer.
Shawn’s commitment to community service is commendable. He has been actively involved in various charitable organizations in the Lititz and Lancaster communities. As a proud graduate of Thaddeus Stevens College of Technology, he serves on the Alumni and Foundation Board, furthering his dedication to his alma mater.
His interests and hobbies include spending time with his wife, children, grandchildren, and friends. He enjoys cooking, baking, watching football, going to the beach, and various outdoor activities.
Brandon Meck
CAD and Graphic Design Manager
Brandon is ELA’s CAD and Graphic Design Manager. He provides strategic direction for CAD initiatives, aligning technology investments with organizational goals and fostering a culture of innovation and continuous improvement. He empowers ELA’s team to embrace new technologies and methodologies to enhance productivity and drive project success. He is passionate about technology and design, implementing best practices, and leveraging cutting-edge software to deliver high-quality design solutions.
Following his education at Thaddeus Stevens College of Technology and Pennsylvania College of Technology, Brandon began his career at ELA in 2005 as a CAD Technician, Designer, and now CAD and Graphic Design Manager. This journey has equipped him with a comprehensive understanding of CAD software, project requirements, and industry standards across diverse architecture, engineering, and construction sectors.
Outside of work, Brandon is passionate about giving back to the community and volunteering with local organizations. He enjoys spending time with his family and friends, snowboarding, golfing (on good days), and cheering on and critiquing Philadelphia sports teams.
Ernest (Ernie) Graham, RLA
Director: ELA Sport Western Region
Ernest (Ernie) is the longest-tenured employee at ELA, having been one of the original partners at the firm’s inception in September 1996. Ernie’s initial role with ELA was as a project manager, primarily serving educational facility clients in the K-12 and secondary education sectors. His project experience at ELA and with other prior firms also includes single-family and multifamily residential development, commercial and retail development, and recreational design and planning.
Recognizing the growth in the athletic and recreational facility market, Ernie led ELA’s efforts in creating a division within the firm dedicated to these types of customers and projects. This led to the launch of ELA Sport in 2007 as a dedicated athletic facility planning group, of which Ernie remains the lead professional in charge. He is also a senior designer, estimator, and project manager, focusing on the design/build project delivery approach.
In 2017, Ernie returned to his childhood roots to set up and develop a small regional office for ELA/ELA Sport in Western PA. From this office, Ernie continues to provide athletic facility planning and consulting services covering Western PA and West Virginia. However, with his years of experience and reputation in the design/build athletic facility market, Ernie is often engaged in projects across Pennsylvania and other states throughout the mid-Atlantic region.
A 1989 graduate of Pennsylvania State University, Ernie continues to support his alma mater by providing two (2) annual scholarships to assist students in gaining internships in the field, focusing on the construction aspect of landscape architecture. When not designing new athletic fields, Ernie can be found following his favorite sports teams at venues across the country, working on one of his real estate investment properties, chasing his grandkids around Arizona, or chasing golf balls around any place with cold beverages and cheap greens fees.
Ernie looks forward to one day soon when he gives up his “longest tenured employee” status and is excited to turn over the reins to the next group of talented designers and leaders that currently exist at the ELA Group and ELA Sport.
George (GJ) Lower, PE
Senior Project Engineer
G.J. joined ELA in May 2012, initially working out of the Lititz, PA office before relocating to State College, PA in August 2013. As a Senior Project Engineer, his primary responsibilities deal with site design, including grading, stormwater management, erosion and sediment pollution control, NPDES permitting, and plan preparation (Land Development, Subdivision, Stormwater Management, PCSM, and Erosion Control) for commercial, residential, and institutional projects. He also has experience in project management duties such as site layout, attending municipal meetings, and the processing and approval of Land Development Plans and Conditional Use applications.
Before joining ELA, G.J. worked for a few engineering firms in Lancaster, PA including Rettew and Lake Roeder Hillard & Associates. He graduated from Penn State University in 1995 with a Bachelor of Science degree in Civil Engineering and a Minor in Environmental Engineering. GJ has been a registered Professional Engineer in Pennsylvania since 2001.
G.J. is an avid basketball enthusiast, having coached many youth teams over the years, often travelling and watching his children play, and having attended numerous Penn State men’s basketball games since relocating to State College. In his free time, GJ enjoys spending time with family, and some of his interests are golfing and following his favorite Penn State and Philly sports teams.
George Smith, PE
Director: Civil and Municipal Engineering
George rejoined ELA Group, Inc. in September 2006 as a Project Engineer and now serves as Director of Civil/Municipal Engineering. His experience includes design and project management related to the review, development, and planning of commercial, industrial, residential, and educational sites. His responsibilities include storm water management collection, conveyance, and management design; best management practice design; erosion and sedimentation control plan preparation; roadway design; construction drawings preparation; project specification documentation; construction inspections/observation and associated administration; and municipal engineering and representation services.
Hugh Cadzow, RLA

Mr. Cadzow has been at ELA Group, Inc., since October 2002, following tenures with Dennis Duffy Associates (Absecon, NJ), Huth Engineers/PSC (Lancaster), David Miller/Associates (Lancaster), and Kling Lindquist (Philadelphia). His experience includes design, project coordination, and project management related to developing large-scale corporate campuses, institutional, public educational facilities, and outdoor athletic facilities. His responsibilities include project management, client relations, consultant coordination, schedule management, project cost budgeting, project quality control, project presentations, and direct supervision of project teams and team members.
Lisa Greenway

Mark Henise, PE

Mark joined ELA Group, Inc., in 2007 as a Senior Transportation Manager in the Traffic and Transportation Services division. He now serves ELA as the Director of Transportation Engineering. His responsibilities include overseeing and coordinating the preparation of Traffic Impact Studies, signalized intersection layout and design, municipal traffic engineering reviews, and various other traffic engineering projects.
Matthew (Matt) Harlow, RLA

In 1997, Matt joined ELA and, in 2000, became the lead professional in the Central PA Office (State College). In this role, Matt’s responsibilities include participation in all aspects of office management, business development, client relationship building, design, and project management.
Before Matt joined ELA, he started his professional career after graduating from Pennsylvania State University with a degree in Landscape Architecture. He then worked at a growing engineering firm in Lancaster, PA.
Matt achieved professional licensure in Pennsylvania early in his career, which he currently maintains. He also obtained licensure in New York State during the Marcellus Shale rush and is a Sewage Enforcement Officer in Pennsylvania.
Throughout his career, Matt has provided countless hours of professional expertise and guidance to many groups, including students at Penn State, State College Area School District elementary school students, and various agencies in Central Pennsylvania. Matt also participates in or volunteers with many local non-profit groups.
Matt is an avid outdoor enthusiast and supports the Pennsylvania State Park System. As a direct result of the COVID-19 pandemic, Matt reengaged his love of bike riding and likely be found riding on many miles of roads and trails in Rothrock State Forest or an annual trek on the Great Allegheny Passage Rail Trail.
Patrick (Pat) Moulds
Director: GIS, Chief Information Officer
Patrick is the Director of GIS and Chief Information Officer at ELA. Patrick started at ELA in 2006 to start their GIS department. He oversees GIS operations and all activities associated with implementing, operating, and enhancing the GIS program. Patrick has assisted over twenty municipalities and authorities in leveraging the benefits of GIS.
In 2008, he took on the additional role of Chief Information Officer. As CIO, Patrick oversees IT systems, investments, costs, and innovation, focusing on aligning technology with business goals.
In addition, Patrick serves as the chairman of ELA’s operations committee, comprised of individuals representing the company’s various functions who work to enhance and streamline processes.
Patrick has served on the Lititz AMBUCS Board of Directors, assisting in raising over $700,000 to promote independence and mobility for people with disabilities. He has also been active with the National MS Society and numerous charitable events in Lititz.
In his free time, he enjoys traveling, spending time at the cabin, boating on the Chesapeake Bay, watching Formula One Racing, and riding his side-by-side.
Thomas W. Devenney, PE
Director: Water/Wastewater Engineering
Thomas (Tom) is ELA’s Director of Water/Wastewater Engineering. He manages project work and general consulting for new and existing private and public water and sanitary sewer systems. This work includes feasibility studies, utility master planning, design, permitting, bidding, and construction administration for all aspects of water and sanitary sewer systems, from water intake to wastewater treatment plant discharge.
Tom began his career during a summer internship at ELA in 2017. Upon graduation and the conclusion of his football career at Penn State University in December 2017, he joined ELA full-time. In May 2022, Tom earned his Professional Engineering License in the Commonwealth of Pennsylvania, and in January 2023, he was named Director of Water/Wastewater Engineering for ELA.
A 2024 Leadership Lancaster graduate, Tom recognizes the incredible charitable organizations throughout the Lancaster community and often seeks opportunities to volunteer. Tom’s interests and hobbies include spending time with his wife and golden retriever, playing guitar, watching Philly and Penn State sports, skiing, and various outdoor activities.

Grant Hummer, PE, served as President of ELA from its inception in 1996 until he retired in 2019. He was a visionary leader, mentor, friend, and source of inspiration for many of us at ELA. His entrepreneurial spirit, dedication, and unwavering commitment to our company played a pivotal role in shaping our success. We owe a debt of gratitude to Grant for his invaluable contributions and the legacy he left behind.
During his time with us, Grant touched the lives of many, both personally and professionally. His passion for community and ability to think creatively influenced our company culture and encouraged us to strive for excellence.
Grant’s memory will continue to inspire us as we build upon the foundation he helped create. We will forever be grateful for our time with him and his indelible mark on our organization.
