ELA Group’s GIS Department worked with Lititz Borough and Warwick Township (PA) to create a map that showed public, private, state and future roadways, parks, schools, regional bus stops and places of interest.

Updating an earlier map using current GIS data and managing the changes in technology was a challenging task for the Municipality.  ELA Group allowed for constant dialogue with the Township officials, discussing changes and proposed road networks. A final map was produced, and with the approval of the county, was adopted as the official map for the area.

GIS: SMALL MUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4)

ELA Group Engineers and GIS Department can assist small municipalities to comply with the Pennsylvania Department of Environmental Protection’s (PA DEP)  Municipal Separate Storm Sewer System (MS4) regulations. The PA DEP mandates that municipalities are responsible for adopting municipality-wide “Stormwater Management Programs.” Municipalities are required to document and report on their compliance with regard to the following 6 Minimum Control Measures (MCM’s):

  1. Public Education and Outreach on Stormwater Impact
  2. Public Involvement/Participation
  3. Illicit Discharge Detection and Elimination
  4. Construction Site Stormwater Runoff Control
  5. Post-Construction Stormwater Management (PCSM) in New and Redevelopment Activities
  6. Pollution Prevention/Good Housekeeping for Municipal Operations

While ELA Group Engineers can assist in each of these MCM’s, we’re particularly adept at determining the specific compliance needs of each municipality and then designing comprehensive, watershed-based GIS mapping; implementing and/or conducting GPS-based data collection (including asset condition, management, and maintenance); and training municipal staff members in systematically keeping and updating records (including illicit discharges, outfall sampling, as-built construction/post- construction BMP’s, and the like).

Once established, these comprehensive, real-time records can be used to educate the public, assist residents, report to the PA DEP, and/or document compliance in the event of an audit. We have provided these types of services to a number of Lancaster County townships.

 

2015 U.S. WOMEN’S OPEN CHAMPIONSHIP

ELA Sport Engineers, Designers and GIS Department worked with Lancaster Country Club and United States Golf Association officials on the 70th U.S. Women’s Open, the most well-attended Women’s Open Tournament ever.

When the United States Golf Association named Lancaster Country Club as the host course for its 70th U.S. Women’s Open, the USGA knew that it would have to work closely with a local planning firm to provide “Championship Mapping and Design Services” for the tournament.

Why? Because hosting such an historic, signature event doesn’t just happen by accident.

In fact, it took the USGA and ELA Sport, a division of ELA Group, Inc., approximately eighteen months to fully-plan the site logistics and routing of traffic on nearby Routes 23, 30, and 222 (including coordination with local municipalities and various County and State agencies); coordinate both special-permit and satellite parking facilities; facilitate accommodations for disabled spectators; and, prepare mapping and wayfinding signage for the Tournament. All of this had to occur while being as least-disruptive as possible to the Club’s neighbors and to the larger community.

The central focus for all of these initiatives was ELA Group’s GIS, Transportation, and Athletic Facilities Design Groups. Our work, completed in consultation with the Tournament’s organizers, yielded the largest Women’s Open ever contested, one that was coordinated to near-flawless perfection. The 2015 Open witnessed record attendance in excess of 135,000 spectators; the satellite parking/shuttle-bus services and wayfinding signage/mapping were deemed as unqualified successes.

Our work garnered the following praise from the 2015 U.S. Women’s Open Committee: “we are truly grateful for your patience, enthusiasm, commitment, engagement, expertise and assistance throughout the process leading up to, during, and through our tear down phases of the Championship.”
