The Alistair Apartments (347 North Queen Street, Lancaster, PA)

The Alistair Apartments is a seven-story, 72-unit multifamily development located at 347 North Queen Street in the heart of downtown Lancaster. Developed by Bowery Development Co., the project features studio and one-bedroom residences along with a fitness center, rooftop deck, resident storage, garage parking, and electric vehicle charging. The project received a 2025 ABC Keystone Excellence in Construction Award for Residential New Multi-Unit Construction.
ELA Group provided comprehensive Land Development and Site Engineering services, working closely with the architectural team to integrate the building and site improvements within the constraints of a dense urban setting. Site design included coordination of 15 private parking spaces within the building’s ground floor, as well as the design and coordination of all site utilities.
ELA designed sidewalk and streetscape improvements in accordance with the City of Lancaster’s Streetscape Standards and coordinated approvals with the City’s Shade Tree Commission for new street trees. The design incorporated underground Cornell University Structural Soil systems to provide adequate soil volume and promote healthy long-term root growth while accommodating the surrounding urban infrastructure.
Stormwater management presented another important component of the site design. ELA designed underground stormwater management and infiltration facilities, including a system to capture rooftop runoff and convey it to the underground facilities for management and infiltration.
At the intersection of North Queen Street and East Lemon Street, ELA also designed ADA-compliant sidewalk and curb improvements, coordinating the work with the City’s planned bicycle lane improvements to ensure compatibility with the surrounding pedestrian, bicycle, and streetscape infrastructure.
Through close coordination with the developer, architectural team, and City of Lancaster, ELA helped transform a constrained downtown property into a thoughtfully designed residential development that contributes to the continued revitalization of Lancaster’s urban core.
