As the Township Engineer for Penn Township (PA), ELA Group was integral in designing and developing a streetscape revitalization project. ELA assisted the community in understanding its goals and objectives, and formulated a Streetscape Plan and Guidelines. The project aimed to create a long-lasting, attractive streetscape that established a strong sense of place while providing “Complete Streets” — streets that provide multiple modes of accessible, safe, and efficient transportation alternatives for pedestrians, bicyclists, and motorized vehicles.
The project objective was to transform two roadways [Doe Run Road (a commercial collector and State road) and North Penryn Road (a neighborhood collector and Township road)] into an inviting place to live, shop, and work. The project scope also recognized six opportunity areas as “Pocket Parks” for pedestrians within the 1.4-mile project corridor.
ELA Group, Inc. Engineers’ work included a study of the roadways and a report identifying critical streetscape elements such as landscaping, hardscaping (curbing, paving, sidewalks, and crosswalks), and street furnishings (benches, trash receptacles, lighting, and mailboxes). ELA Group Inc. Engineers designed the streetscapes and “Pocket Parks,” developed construction drawings and specifications, and provided construction administration services. Coordination with the Township and PennDOT in obtaining required Highway Occupancy Permits was critical to the success of this project.
