MS4 GIS Services
ELA Group Engineers and GIS Department can assist small municipalities to comply with the Pennsylvania Department of Environmental Protection’s (PA DEP) Municipal Separate Storm Sewer System (MS4) regulations. The PA DEP mandates municipalities to adopt municipality-wide “Stormwater Management Programs.” Municipalities are required to document and report on their compliance with regard to the following 6 Minimum Control Measures (MCM’s):
- Public Education and Outreach on Stormwater Impact
- Public Involvement/Participation
- Illicit Discharge Detection and Elimination
- Construction Site Stormwater Runoff Control
- Post-Construction Stormwater Management (PCSM) in New and Redevelopment Activities
- Pollution Prevention/Good Housekeeping for Municipal Operations
While ELA Group Engineers can assist in each of these MCM’s, we’re particularly adept at determining the specific compliance needs of each municipality and then designing comprehensive, watershed-based GIS mapping; implementing and/or conducting GPS-based data collection (including asset condition, management, and maintenance); and training municipal staff members in systematically keeping and updating records (including illicit discharges, outfall sampling, as-built construction/post- construction BMP’s, and the like).
Once established, these comprehensive, real-time records can be used to educate the public, assist residents, report to the PA DEP, and/or document compliance in the event of an audit. We have provided these types of services to several Lancaster County townships.
