West Milton Stormwater Improvements (West Milton, PA)

Kelly Township contracted ELA Group to implement its plan to realign an unnamed tributary to the Susquehanna River in West Milton, PA. The plan’s key focus was remedying the potential high water; therefore, it included construction of segmental retaining walls (MagnumStone with Georgrid) to replace the existing dilapidated retaining walls on the site.

ELA Group provided demolition plans for the existing retaining walls, design plans for realigning the tributary, miscellaneous permitting, construction administration, stormwater management improvements, roadway improvements, and NPDES permitting for a nearby residential community.

Two existing culverts within the project boundary were analyzed to verify hydraulic compliance with Local, County, and State regulations for all upland storm events. The existing culvert located beneath the railroad tracks did not need improvements. ELA worked with the Union County Conservation District and the Department of Environmental Protection (DEP) to prepare and finalize an erosion and sediment control plan for final approval and prepare a DEP General Permit #11.

Due to the safety of the surrounding community, a fence was required; however, to provide access to the Township, ELA designed stairs and gates at varying intervals. Several existing stormwater pipes daylighted the retaining walls. Proper alignments were required to ensure a neat appearance.
