As part of ELA Group’s Municipal Engineering services to Atglen Borough (PA), ELA Group facilitated the Strategic Plan process through which Atglen Borough identified the Main Street corridor as a vital historical, residential, and commercial area.

ELA Group designed functional and beautification improvements for a six-block area on Main Street in Atglen, PA, as part of the Borough’s “Main Street Corridor Revitalization” project. Engineers coordinated with utility companies and property owners to move utilities underground and oversaw construction activities. This relocation of utilities created a park/open space and a “gateway” into the community. The project cost was $890,000 for improvement, with an additional $500,000 for utility relocation.
